The old systems lying around wont be able to run any version of Vista anyway. The wont ever make it free because: (a) They dont need to care about capturing any userbase. They already have plenty. (b) Why would they let use someone use windows for free? They know their OS is the most pirated software in the history of computing. So they want the users who are using it for free to be guilty. This gives them the added advantage of tightening the noose every now and then derive profits from people who buy to become legitimate users.
